HTN and stroke question

i have a question regarding management of a hemorrhagic stroke with HTN....I got a question where the patient had a 190/100 BP with stroke and they said that first we should lower the BP under 180 and then go with surgery....later on i got another question with a similar scenario but they say BP should be lowered only if it's above 220/130....does anybody knows what's the limit where we should first take care of the HTN and then the stroke?

the concept is : you don't have to lower BP as it may affect cerebral perfusion although it is Matter of contraversial but in general if you must intervene to lower BP diastole should not be lower than 95 mm/Hg
